In September, the largest gathering of world leaders in history will
see over 170 Heads of State converging to the United Nations
Headquarters in New York for the 2005 World Summit. The Summit will be
an opportunity to review progress made so far towards the Millennium
Development Goals, and to take decisions in the areas
of development, security, human rights and reform of the United
Nations.
Indeed, the question of the UN reform process, outlined in March by
Secretary-General Kofi Annan in his report "In Larger Freedom", will
also be on the agenda. Important issues such as which countries should
be represented at the Security Council, and how should the UN monitor
human rights abuses will thus be discussed. Proposals outlined in
Annan's report have since been reviewed by Governments in a series of
informal consultations conducted by General Assembly President Jean
Ping, who released on 5 August a third draft outcome document for the
Summit.
