HUMAN SECURITY FOR UKRAINIAN YOUTH

    *** TERMS OF REFERENCES
    for the National Survey on Youth Security Problems in Ukraine
    
    1. Introduction
    
    The Program “Human Security for Ukrainian Youth” is aimed at further support of the young women and men of Ukraine in shaping the future of democratic governance and their human security. The experience of mobilizing, organizing and supporting the youth, in close partnership with government partners, will be used to introduce the second generation of policy reforms at the national level and implement human security practices at all levels by targeting schools, universities and non-government organizations.
    
    Successful implementation of the Program presupposes conducting analysis of the situation with the youth security in Ukraine for receiving the entire information about the problems and demands in this sphere.
    
    2. Scope of the work:
    The Contractor is to conduct a national survey on youth related issues: social and economic security, legal education, participation of youth in governance processes, etc. The survey is to be aimed at creation of foundation for development of qualitative youth policy and social security for youth. Survey results are to be helpful in Project aims’ realization.
    
    2.1. Expected Outputs:
    National Survey on youth related issues in Ukraine consists of the Analytical Report on survey results with conclusions and recommendations on improving youth policy for creation the secure environment for youth.
    
    2.2. Tasks:
    - Development of the survey strategy and questionnaires on research subject;
    - Development of methodology of the survey;
    - Organization of field studies: qualitative interview conduction and coordination of this process;
    - Collection of survey data and results analysis;
    - Preparation of survey results for public presentation;
    - Ensuring correct interpretation of survey results for their further implementation and development.
    
    To fulfill these tasks the Contractor is to:
    1. Conduct the National Survey on issues identified under the Project;
    2. Create electronic data base including all data collected during the survey;
    3. Create electronic version of report on survey results including networks (graphics, diagrams, tables);
    4. Prepare interpretation of survey results and conduct discussions with Project team according to Project aims;
    5. Prepare and conduct public presentation of the Survey results.

    Participation of young people in NGO – availability, access, satisfaction, effectiveness;
    Participation of youth in self-government bodies;
    Access to qualitative education;
    Attitude to Euro integration processes. How do young people see themselves in this process?: positive and negative aspects;
    Access to qualitative medical services, in particular, to youth-oriented medical services. Attitude to health and healthy lifestyle;
    Availability and necessity of multi-functional institutions dealing with youth problems, including health, education (informal/continuous education and distance learning), support in starting private business, leisure, etc.
    Participation of youth in business – willingness, conditions, psychological readiness;
    outh leisure. Problems. “Ideal” leisure perception. Who is responsible for youth leisure organization?;
    Support of youth initiatives.

    3. Implementation Arrangements:
    
    The organization and realization of the National Survey will take place during the period of 3 months (April- June 2005) in 5 major regions of Ukraine (North, South, East, West, Center) and will be led by Executing Agency.
    The number of respondents (pupils, students and working youth) should be not less than 1800.
    The age of respondents is 15-23.
    The sample will include the equal representation of youth (men and women) from urban and rural areas.
    
    The work will be conducted by the Contractor which will be responsible for the organization of the Survey, overall analytical work, preparation of the Report and presenting the results to the stakeholders.
    
    Box 6 – Experience and qualifications of the Contractor
    • At least 5 years of experience of sociological surveys conduction:
    • Availability of competent staff having experience and knowledge in the sphere of youth policy, people security and human rights;
    • Justified ability to generate ideas and develop methodologically correct questionnaires;
    • Justified ability to conduct field studies;
    • Excellent ability to analyze results of Survey, moving forces and trends of public opinion
    
    Box 7 – Selection Criteria
    • Optimal cost of the survey;
    • Ability to produce high-level results;
    • Ability to present the results in short terms;
    • Positive experience of cooperation with UNDP agencies is a privilege.
