Humanitarian Prisoner Exchange Process Resumes Following 2026 Negotiations

June 19, 2026.

In February and March 2026, negotiations involving Ukraine, the United States, and Russia in Abu Dhabi and Geneva resulted in agreements to resume prisoner-of-war exchanges.

According to reports, the initial stages of the process involved the exchange of hundreds of individuals from both sides.

While these developments do not represent a political breakthrough in the war, they are of critical humanitarian importance. The return of prisoners enables access to medical care, documentation of torture, rehabilitation of survivors, and the collection of evidence related to war crimes.

Ukrainian civil society organizations, families of prisoners, and human rights groups continue to urge both the Ukrainian government and international partners to ensure that the issue of detainees remains a priority in broader security and diplomatic negotiations.
