Le Monde: Russia Illegally Detains and Tortures Thousands of Ukrainian Civilians
June 19, 2026.
In May 2026, French newspaper Le Monde published an extensive investigation into Russia’s system of unlawful detention of Ukrainian civilians.
The report describes individuals detained in occupied territories or transferred to Russia, often accused of “espionage,” and subsequently held without access to family members, legal representation, or international monitoring bodies.
Human rights organizations characterize the system as a network of both official and unofficial detention facilities where torture, sexual violence, psychological abuse, and coercion are reportedly used to force cooperation with Russian authorities.
The exact number of civilian detainees remains unknown, but estimates suggest it may reach tens of thousands. Unlike prisoners of war, civilians are often excluded from formal exchange mechanisms and effectively disappear within the Russian penal system.
