UN: 2025 Was the Deadliest Year for Ukrainian Civilians Since 2022

UN human rights monitors reported in January 2026 that 2025 was the deadliest year for civilians in Ukraine since the first year of Russia’s full-scale invasion. The UN verified 2,514 civilian deaths and 12,142 injuries in 2025, a sharp increase compared with 2024 and 2023.
The rise was linked mainly to Russia’s intensified use of long-range missiles, glide bombs and explosive drones against cities, energy infrastructure and frontline communities. Human rights monitors stressed that the actual toll is likely higher, especially in Russian-occupied areas where verification is limited.
