In March 2026, a UN inquiry concluded that Russia’s transfer and deportation of Ukrainian children constitutes a crime against humanity. Investigators said the removals were not temporary evacuations for safety, but part of a systematic state policy involving identity erasure, Russian documents, forced adoption and obstacles to family reunification.
The finding strengthens Ukraine’s legal case in international courts and reinforces earlier ICC arrest warrants against Vladimir Putin and Russia’s children’s rights commissioner Maria Lvova-Belova.
