Job Mission
Under the authority of the Head of the Council of Europe Office, the incumbent will carry out a variety of administrative and secretarial assignments in compliance with the Council of Europe’s procedures, guidelines and priorities.
Key Activities
The incumbent will perform the following tasks with a concern for quality, efficiency, accuracy and confidentiality:
- assists the Head of Office and Deputy Head of Office in the daily running of the Office;
- updates and keeps the Office’s and the Head of Office’s agenda, making appointments as requested;
- organises and maintains the Office’s central files: Council of Europe official reports, expertise and other documents relating to the country, outgoing and incoming correspondence, lists comprising contact data for national officials, diplomatic missions and international organisations, mass-media, NGOs, and others;
- ensures circulation of pertinent information and documents as relevant within the Office;
- drafts and edits documents and letters and assists in preparing reports;
- translates/summarises texts (documents, laws, regulations, articles etc…);
- assists in the preparation of delegation visits and Council of Europe events (seminars, conferences, roundtables, etc…) including, where required, arranging hotel reservations, transport, interpretation services, documentation, etc;
- maintains permanent contacts with relevant bodies at the Ministry of Foreign Affairs, Parliament, other Ministries, international organisations and civil society, seeking information for the Office when required;
- interprets, as necessary, during meetings and interviews;
- performs reception duties, receiving visitors and phone calls;
- carries out other tasks as may be required.
Competencies
Professional and technical competencies:
- Completed higher education; a university degree, preferably in international relations, political/social sciences, law or languages, would be an advantage;
- At least two years’ proven experience in administrative and secretarial duties;
- Experience in translation / interpretation would be an advantage;
- Experience in an international environment would be an advantage;
- planning and work organisation;
- information seeking;
- analytical and problem-solving skills.
ICT skills: sound computer skills of standard tools in office applications (word processing, spreadsheet, data bases, presentation software, outlook, internet/intranet);
Communication and linguistic skills: Ukrainian mother tongue (or command of Ukrainian of mother-tongue standard);
- Ability to express oneself, present and draft clearly, concisely and convincingly in English;
- Knowledge of French would be an advantage;
Interpersonal skills: service and client orientation, team-work and co-operation.
Personal attitudes: initiative and responsibility, result orientation and sense of continuous improvement, adaptability, self-management and development, organisational alignment;
Personal values: integrity, loyalty and conscience, discretion, independence and confidence, respect for diversity.

Job Mission
Under the authority of the Head of Office and the supervision of the Directorate General of Democracy (DG II), the incumbent will carry out multiple assignments to help meet the overall and specific objectives for the implementation of the Programme “Strengthening the capacity of local authorities in Ukraine”.
Key Activities
The incumbent will perform the following tasks in accordance with procedures, guidelines and priorities, with a concern for quality, efficiency, accuracy and confidentiality:
- prepare, ensure, manage and follow up assigned activities under the Programme, in accordance with the Programme work plan and in close co-operation with the national partners and stakeholders;
- monitor developments and trends of the decentralisation process in Ukraine to identify opportunities and risks which may hamper the effective implementation of the Programme and advise on suitable action/corrective measures;
- maintain regular contacts with key stakeholders, including participating municipalities, associations of local authorities, Ministry of Regional Development, Academy of Municipal Administration, etc;
- maintain regular contacts with the SDC, DANIDA, EU, UNDP, and other international agencies active in the field of local government;
- liaise with local authorities and their associations, domestic NGOs and other local partners which may contribute to the implementation of the Programme;
- co-ordinate the organisation of the activities carried out under the Programme with all national partners and stakeholders, national, international and long-term consultants;
- ensure close budgetary follow-up of all activities and expenditure, in accordance with Council of Europe rules and regulations;
- supervise administrative, financial and logistical support to implement the Programme;
- draft Inception, Interim and Final reports on the Programme in co-ordination with headquarters; prepare and submit any other documentation and reports as required;
- oversee the preparation of Steering Committee meetings, prepare minutes and ensure proper follow-up to decisions taken;
- undertake official journeys in connection with activities described above.
Competencies
§ Managerial skills: Management of teams, networks, resources, projects; coaching of others.
§ Professional and technical competencies:
- Completed higher education followed by an appropriate professional qualification; a university degree in public administration, political science or related field would be an advantage;
- Professional expertise;
- At least four years’ experience in contributing to the implementation of technical co-operation or policy-oriented projects in local and regional democracy, good governance or a related field;
- Proven experience and thorough understanding of local-government issues; knowledge of the existing Ukrainian system of local self-government; knowledge of related policies and best practices and preferably the work of the Council of Europe in this field;
- Awareness of the current political context in Ukraine and knowledge of political, economic, social and cultural matters;
- Experience in project management, preferably at an international level;
- Understanding of budgetary and financial administration;
- Ability to take initiative and be responsible for managing complex activities;
- Planning and work organisation; ability to work under pressure, deal with multiple tasks and respect deadlines;
- Information-seeking.

The Council of Europe Programme “Strengthening the capacity of local authorities in Ukraine”, http://www.scaleup.org.ua/ua/ is designed to support implementation of the Council of Europe Action Plan for Ukraine. The duration is April 2013-March 2014. The Programme will strengthen the institutional capacity of local authorities to deal with their tasks, and will include the following components based on complex result-oriented tools developed by the Centre of Expertise for Local Government Reform (www.coe.int/local click Centre of Expertise, then Tools):
- Support to the implementation of the Strategy for Innovation and Good Governance at Local Level
- Public Ethics Benchmarking (follow-up)
- Performance Management (to improve the quality of public services)
- Best Practice (identifying, celebrating and disseminating the best local initiatives and achievements)
- Local Finance Benchmarking (to help local authorities understand their strengths and weaknesses and improve practice)
- Leadership Academy (to help senior local government officials improve the quality of their institutional leadership)
- Local Government Associations
- Legal Support to Local Self-Government Reform (follow-up).
The Programme is co-funded by the Governments of Denmark and Switzerland, and implemented by the Council of Europe Directorate General II – Democracy (direct management by the Centre of Expertise for Local Government Reform). The local activities will be co-ordinated by the Head of the Council of Europe Office in Kyiv.
