    Author, off screen – Over 150 000 hectares of lands in Ukraine are covered by scrap-heaps. Millions tons of waste products are polluting soil, waters and air instead of bringing incomes to quite not reach country. Industrial wastes are taken to scrap-heaps located all over the country. All they in 80% meet the requirements of ecological safety. But burned down at the incineratory works, wasted products literally go bust. However, it is calculated that at the very initial phase of utilization tens of thousands tons secondary resources could be used in industrial turnover and, thus, production increased for millions hrivnas, while energy inputs considerably reduced.     Author, off screen – Nowadays we have the packings of all size and colors. We have it so much that there’s no space for it. On one hand it is useful; on the other hand the rubbish is everywhere. Plastic, Tetra-pack, Pet-bottle… The problem of recycling of so called pet-bottle is not one of the simples. Formerly, in the post-soviet space there were not such forms of package that today come to the market. The pet-bottle is eye-striking by its large size. One can’t throw them away into a waste-bin, so they cover pavements, polluting the town’s streets. Ten, or one and a half ten of that plastic rubbish make a pretty heap. Just because of its large size and little weight it is unprofitable to collect pet-bottles. It is also complicated and expensive to recycle them. More than 10 years have passed since the pet-bottle’s first appearances while its utilization in our country begun not so long ago. In Japan they make a furniture, office equipment and even clothes of it. Of course, there’s a certain technological and production experience also in Ukraine. But as usual, we do not have a system and corresponding documents that would regulate this.
    Europe has already come to an idea of necessity of recycling that makes a great economic effect. Wasted products contain plenty of usable substances, for instance, aluminum obtained from used beer cans. It is 20 times cheaper than one obtained from bauxites. Recycled 400 000 tons of wasted paper annually saves 100 hectares of woods. Once upon a time, every school-child knew that one ton of wasted paper saves 17 trees.
    Nowadays it is The UkrVtorMa Consortium that is involved in industrial recycling of a domestic and industrial waste on a state scale in Ukraine. (1.30)

    Author, off screen – Besides all, it should be taken into account that any enterprise collects just what it considers fitting the market’s demands, what may bring incomes. No one would loose his profit however noble is the goal of protecting the environment.
    Yet in 1994 The Euro parliament has adopted the resolutions on waste products. They impose upon the countries governments the duty to reach a level of recycling of no less than 65% of the whole. Ukraine recycles only nearly 5%. The Law «On wasted products» adopted in 1998 is not practically working because of the lack of an economic basis for the collecting and recycling wasted products. According to the paragraph 17 of the Law, the Ukrainian producers, as well as importers of the packed products, were obliged to recycle their wasted products. But the food industry enterprises are not in full the subject to the paragraph (0.50)

    Author, off screen – The Cabinet of Ministers of Ukraine has adopted two decrees «On measures for collecting, recycling and utilization of used tare and packing». To coordinate the practical steps within power authorities the state company Tare Recycling Ukraine was established. It has been charged to inoculate all-Ukrainian system of collecting, assorting and recycling tare and hard industrial wastes. However, for three years the company could not implement its program into practice because of absence of the abovementioned scheme. First it demanded millions hrivnas to be invested. Having learned the experience of European countries, The Tare Recycling Ukraine offered that compulsory tariffs should be brought into force. And it was Germany that has chosen that way. Enterprises transfer their money to the company which then is directly engaged in recycling the wastes. For that purpose The Tare Recycling Ukraine was repeatedly trying to lobby the favorable resolutions at The Cabinet of Ministers. Two of them were cancelled, but the third, at last, has reached its goal. (0.35)

    Author, off screen – But indeed, approach to the problem of domestic wastes must have been grounded on balance of economic and ecological interests. And it was just the tariffs that the most countries have declined. That way was rather expensive and ineffective. By the way, the leaders of The Tare Recycling Ukraine have no doubt that the food makers don’t want to pay for polluting the towns with their pickings. Of course, those makers, – and it is they who the tariffs mainly concern, – were definitely not gladden by such an idea. But they are not against deductions, though, the point is how much and what for. (0.25)

    Author, off screen – The State Committee for Business Enterprising repeatedly pointed out that the Resolutions contradict with the existing laws. The tariff is a tax, and its approval is only possible through adoption in The Supreme Rada. But even this is not principal: it is the real economic conditions that are not taken into account. First one should realize the extents of recycling, what to do further with it and then decide how much money would it all take. The Tare Recycling Ukraine tries to do vice versa – first collect money, and then think of the rest. Even having lobbied the Resolution at The Cabinet of Ministers, the company started not with practical steps, but with current organizational matters. So, after three-year existence of The Tare Recycling Ukraine, The UkrEcoComResursy company appeared. (0.40)

    Author, off screen – In the opinion of The UkrEcoComResursy’s leaders, a well-balanced system is needed. One kind of wastes is unprofitable but necessary to recycle, the other are highly profitable. The second group will overlap the first. The company’s ideology, seems, depends on whether raw materials resource is supplied or not, is it profitable or not? Such an approach is primordially immoral. But we have already got used to nice slogans while the real actions, pity, are still few. It was just lately that The UkrEcoComResursy at last admitted its obligation to recycle 5% of tare and packing. The Small works, recycling the Pet-bottles, already works in Crimea while building of the second has been started in the Donetsk region. (0.25)

    Author, off screen – The UkrEcoComResursy has also elaborated «Inter-regional Program for lowering ecological and social tension by creating a system of collecting, recycling and utilization of tare and hard domestic wastes as secondary raw materials» and now manages its implementation. Nowadays the system of assorted collecting has been started in Kiev. Municipal services, it’s obvious, insist on necessity of greater supply of trash-bins. But what matters even more is the townsfolk’s wish. People should realize the importance of assorting and further utilization of domestic wastes. But in the meantime the problem still remains a vital.
