Declaration by the Presidency of the European Union on Ukraine

November 26, 2004.

    24-11-2004

The EU has noted that the second round of the presidential elections last Sunday has fallen far short of international standards for democratic elections. Therefore, it comes as no surprise that the outcome of the elections has led to deep divisions in Ukrainian society.
Against this background the EU regrets that the Central Election Committee has decided to announce final election results. The EU does not believe these results reflect the will of the Ukrainian people.
The EU calls upon the Ukrainian authorities to investigate all complaints about the electoral process and to redress irregularities reported by the OSCE/ODIHR International Election Observation Mission (IEOM). The EU also calls upon the authorities to ensure full cooperation by the Central Election Committee with the IEOM, including by providing election data in a fully transparent manner.
Finally, the EU urges all concerned to continue to negotiate towards a solution and to refrain from actions which could lead to violence and a further deterioration of the current situation.
