On October 18, the Verkhovna Rada supported the draft State Budget for 2020 in the first reading with 256 votes.

    During the preparation of the document for the first reading MPs, factions, groups and committees of the Verkhovna Rada of Ukraine put forward 2,162 proposals to the draft State Budget 2020.
    
    Speaking at the Verkhovna Rada, Deputy Minister of Finance Yurii Dzhyhyr thanked for the constructive cooperation to the members of the Verkhovna Rada Budget Committee and to MPs who submitted their proposals before the first reading.
    
    “The draft State Budget for 2020 is balanced and realistic. It sets out clear priorities that will improve the well-being of our citizens and ensure the development of the economy. Our main objective when preparing a bill in the Verkhovna Rada is to preserve the balance of its indicators and their feasibility. Our mission is now to adopt a document in which every hryvnia of expenditures is provided with real revenues so that after January 1, 2020, we can finance them in full,” Yurii Dzhyhyr said in Parliament.
    
    The Deputy Minister also assured of the readiness to continue the constructive dialogue and finalize the draft 2020 budget maintaining relevance and balance in the document and to timely submit it to the Verkhovna Rada for consideration in the second reading.
    
    In particular, the draft budget conclusions provide for a number of commissions to the Government to take into account the proposals of MPs, committees, factions, groups during their work on the preparation of the draft budget 2020 for the second reading.
    
    Among such instructions is to increase the revenue and expenditure projections in the draft state budget for 2020 with due account for the refinement of the major macroeconomic indicators of Ukraine's economic and social development for 2020.
    
    Thus, following the Government's decision on adjusting the 2020 macro indicators, it will prove possible to calculate the refined 2020 budget indicators, in particular, the revenue section.
