Development of Project Management in Communities: New Perspectives and Challenges

On January 24, 2025, members of the “Rule of law” Foundation, Olena and Oleksiy Zinoviev, participated in an event organized by the “Agency for Recovery and Development” NGO, titled “Project Management in Communities.” The event, held in a hybrid format at the Radisson Blu Hotel (Kyiv), included the presentation of a unique study, “Analysis of the Organizational and Human Resource Capacity of 15 Communities for Sustainable Implementation of Recovery and Development Projects.”
Presentation of the Study: Key Findings
The study, presented by Maksym Kolesnykov, a project management expert, and Mykola Kovalchuk, Chairman of the Board of the “Office of Organizational Development” NGO, became the focal point of the event. It provides a detailed analysis of Ukrainian communities’ readiness to effectively implement recovery projects after the destruction caused by the war.
Key findings of the study:
Most communities lack sufficient human resources to implement large-scale projects.
The absence of long-term planning practices hinders sustainable development.
Communities need systematic support in the form of training and consultations on project management.
Panel Discussion: Path to Change
Following the presentation, a panel discussion titled “The State of Project Management in Communities: Challenges, Tasks, Development in Ukraine” took place. Participants discussed the current situation and proposed specific recommendations for strengthening community capacity.
Among the speakers were:
Oksana Prodan, Advisor to the Head of the Association of Ukrainian Cities, who emphasized the importance of integrating the best European practices.
Victor Sikaleko, Head of the “Mykolaiv Community Development Agency,” shared experiences from regional initiatives.
Iryna Tushnytska, Director of the Recovery Component of the “Partnership for a Strong Ukraine” Fund, noted that investors are increasingly interested in cooperating with communities with clear development plans.
The panel discussion was moderated by Oleksandr Solontai, Chairman of the Board of the “Agency for Recovery and Development.” He stressed that training specialists capable of planning and implementing long-term impactful projects is the key to success.
The “Chynnist Zakonu” Foundation actively supports initiatives aimed at developing Ukrainian communities. During the event, representatives of the foundation shared their experience in promoting educational programs for local specialists. Their approach is based on integrating advanced technologies and supporting initiatives that ensure community resilience during crises.
Prospects and Recommendations
The event presented practical recommendations for communities seeking to enhance their potential:
Developing educational programs: Conducting training sessions for community staff on the basics of project management.
Implementing digital solutions: Using tools that simplify project management, such as monitoring software.
Engaging international partners: Exploring opportunities to collaborate with funds specializing in territorial recovery and development.
Conclusion
The event served as a platform for discussing key issues related to project management in communities. Remarkably, even amid the war's challenges, Ukrainian communities demonstrate a strong commitment to growth and modernization.
