Russian Drone Strikes on Civilians in Kherson Recognized as Crimes Against Humanity
May 29, 2025.
The Independent International Commission of Inquiry on Ukraine under the UN Human Rights Council has published a report documenting systematic drone attacks by Russian forces on civilians in the Kherson region.
Since July 2024, nearly 150 civilians have been killed and hundreds more wounded in such attacks. The strikes have targeted people walking in the streets, traveling in vehicles, as well as ambulances and critical infrastructure facilities.
The Commission has classified these drone strikes as crimes against humanity, stating that they were carried out as part of a coordinated state policy aimed at terrorizing the civilian population.
Among the victims are children, elderly people, and humanitarian workers. The Commission emphasizes the urgent need for international prosecution and for greater protection of civilian populations living in frontline areas.
